The Latvian School of Public Administration (LSPA) was established on 7 December 1993 by the decision of the Cabinet of Ministers and it operates as an independent legal body under the auspices of the Ministry of state reform.
Begining from 1 January 2003 the LSPA is under supervision of the State Chancellery.
The Latvian School of Public Administration is an institution of public administration implementing the national policy for training of civil servants with the aim to prepare highly qualified civil servants.
LSPA mission is to develop the capacity of employees within Latvian public administration so that they become integral, professional and effective service providers to the general public of Latvia.
LSPA goal is to improve knowledge and skills of the employees within the public administration to prepare civil servants capable to work in line with Public Administration Reform Concept and EU requirements.
LSPA vision is to be a flexible training institution for the employees in public administration, capable to adjust effectively to the training needs in topical priority areas approved by the Government while continuously providing opportunities to the staff employed in public administration to enhance their knowledge and skills required for their work.
In accordance with its goals and objectives LSPA carries out the following functions:
- develops and approves training programmes for state civil servants;
- co-ordinates and ensures the process of training;
- develops draft legislative documents, conceptual issues, programmes and other documents related to the training of civil servants.
